Training Modules 

1. International recommendations in the field of procurement for NPP construction. Russian legal and regulatory framework in the field of procurement. Regulatory control of procurement for NPP. Review of the IAEA documents, comprising the basic principles for procurement of goods, works and services for NPP construction; the use of various mechanisms for quality assurance of supplies. Review of Russian legislation regulating procurement: № 44-FZ (Federal contract system); № 223-FZ, the antitrust law. Purpose, structure of the Procurement Standard of the State Corporation “Rosatom”. International experience in conducting of procurement for construction of the first NPP. Overview of features of conditions and construction process of the first NPP in Vietnam, India, Iran, China, Turkey and Finland. Features of the international experience in organization and conduct of procurement for construction of the first NPP.

 2. Procurement activities. Objectives and principles of procurement activities, management of procurement activities. The content of procurement. Parties involved: the controller, regulatory bodies, the customer, organizer, supplier. Their functions, interaction during the procurement process, responsibility. Variety of procurement methods and additional elements of the procurement procedures. Sequence of the procurement process (overview): identification of needs, planning, conducting, determination of the winner, the conclusion of the contract. Units for organization and support of procurement activities. Procurement Commission: experience of Russian NPP. Features of the conduct of procurement process at each stage, taking into account the applicable procurement method. 

3. Supply quality management. Review of mechanisms and methods of supply quality management at all stages of the procurement process and performance of the supply contract. Features of the practical application of the mechanisms and methods to ensure the supplies quality. Input control. Non-conformances management. Final examination, 36h of training (including 9h of practice)
