 1. Introduction to the training course. Review of the Course on Emergency Preparedness and Response. 

2. Basics of radiation protection of the public, personnel and emergency workers in nuclear or radiological emergency. Basics of Radioactivity and Physical Dosimetry. Basics of Radiation Protection. Dosimetry basics of radiation safety of humans health effects observed in past emergencies. Lessons learned from past emergencies. 

3. International requirements on preparedness and response for a nuclear or radiological emergency. Assistance of the IAEA to Member States in Emergency Preparedness and Response. International Requirements on Emergency Preparedness and Response in GSR Part 3 and GSR Part 7. 

4. Framework of emergency preparedness and response. Generic criteria for radiation protection of humans in emergency exposure. Situation assessment of emergency conditions. Strategy of radiation protection of the public in emergency exposure situation. 

5. Framework of emergency response. Information center goals and structure. Basics of concept of operation in response to radiological or nuclear emergency concept of operation for response to radiological emergency at facilities and territories in EPC IV and III. Concept of operation for response to nuclear emergency at facilities and territories in EPC I, II and V. Emergency response organizations: roles and coordination, technical and software tools used in emergency response communication with the public, mass media and the IAEA during radiation emergency. Tabletop exercise (practical exercise).

 6. Development of nuclear energy infrastructure element «Emergency preparedness and response». Establishing the safety infrastructure for a nuclear power programme. IAEA considerations in emergency preparedness and response for a state embarking on a nuclear power programme. Phase approach to development of capabilities and arrangements for emergency preparedness and response in embarking state. 36h of training (including 7h of practice)
