1. Introduction to the training course. Review of the Course on Emergency Preparedness and Response.
2. Role of State and IAEA recommendations in development of national nuclear security infrastructure and State’s regime of physical protection of NM and NF. Major elements of nuclear security infrastructure, recommended by IAEA State’s PP regime and specifics of its application at new nuclear power production facilities.
3. Threat assessment on the State and facility levels. Main characteristics of potential adversaries, their motivation and capabilities, important for threat assessment. Role of the State’s competent authority in the threat assessment and DBT development in defining requirements to PP of a NF.
4. National plan on nuclear security infrastructure and PP regime development and its stages. Development and implementation of national plan on development of nuclear security infrastructure within the frame of the national nuclear power program. Interface between components of national nuclear security infrastructure and requirements for PP of NM and NF.
5. Legal and regulatory framework of the State’s regime of PP of NM and NF Development and realization of legal and regulatory framework of the State’s regime of PP of NM and NF Role and main functions of the State’s competent authority, responsible for realization of legal and regulatory framework of the State’s regime of PP of NM and NF
6. Russian norms and regulations, suggestions on use of Russian best practices of PP of NM and NF. Comparison with experiences of other States Basic provisions of Russian and some other State’s nuclear security norms and regulations and IAEA guidance. Practices of application of PP systems and measures at Russian nuclear power production facilities.
7. Designing, operation and evaluation of effectiveness of PP system, including roles of the regulating and operating organizations PP system requirements for a new nuclear facility at different phases of its life cycle, including construction and commissioning. Assignment of responsibilities on application of nuclear security measures between the State’s competent authority and operating organization at a NF. Main functions of PP system of a NF: detection, delay, response. Practical exercise “Preparation of initial requirement data for designing of a PP system of a NF”.
8. Safety and security culture as a major factor of sustainability of nuclear power generation. Human reliability for safety and security provision: practices and criteria. Importance of security culture and steps of its development in nuclear newcomer. States Practical exercise on discussion of attributes and criteria of nuclear security culture at a NF. Preventive and protective measures against insider threat for different categories of personnel and their application at NF. Specific attributes of an insider adversary. Preventive and protective measures against theft of NM and sabotage, taking in account the insider threat. Practical exercise on classification of potential insider at a NF by their authority and access rights.
9. Computer and information security at nuclear facility and nuclear industry levels. Provision of computer security as one of main parts of security plan of NF. Protection of confidential information, related to NM, technologies and security systems at a NF.
10. Nuclear security measures, related to storage, utilization and transportation of NM, and their evaluation in training and force-on-force exercises. Interface between accounting and control measures and PP of NM. Nuclear security requirements for nuclear transports: international instruments and IAEA guidance. Russian practices of application of security measures for transportation of fresh and irradiated nuclear fuel, including international shipments PP measures under on-site transportation of NM. Interface between NMAC and PP systems at a NF.
11. Application of IAEA nuclear infrastructure assessment methodology to the nuclear security element at all phases of nuclear power program development. IAEA methodology of phase-by phase assessment of national nuclear power infrastructure at all phases of its development. Assessment criteria for status of nuclear security component as an element of national infrastructure of nuclear power program. Practical exercise on formulation and discussion of assessment criteria of nuclear security infrastructure status.
12. Visit of a training center for practical demonstration of nuclear security systems and measures, including detection and response at customs and borders.
