Nuclear Energy Planning and Technologies Assessment

Overview

Training Modules

1. Objectives and tasks of nuclear energy planning and the necessary conditions for its implementation. Motivation of nuclear power development and need for formation of a vision of the optimal sustainable national nuclear power system in the country’s energy system. Analysis of the basic elements of the country infrastructure, required for the implementation of nuclear energy planning, including the national position, and the level of the legal and educational systems development, etc. Objectives of nuclear energy planning and establishment of an organizational structure responsible for nuclear energy planning and providing this structure with qualified personnel.

2. Study of the feasibility and expediency of nuclear power programme implementation. Need for energy planning as a preliminary stage of nuclear power planning. Economic and social objectives of planning and the data required for modeling. Analysis of the country’s power demand and power supply options based on the energy planning tools distributed by the IAEA. Financing of energy projects and recommendations for the development of strategic plans.

3. Assessment of nuclear power technologies to run the first NPP units of the national programmes. Methodology and methods of nuclear energy systems (NES) assessment in terms of compliance with the requirements of sustainable development. Specification of the basic data needed for the NES Assessment (NESA): description of design, specification of the necessary technical and economic characteristics of NPP and analysis of competitive environment. Methods and algorithms for the assessment of NES using the criteria of sustainable energy supply NESA results’ analysis and documenting. Experiences in the implementation of NESA by the IAEA member states.

4. Development of the long–term strategy of nuclear power development as an integral part of the nuclear energy planning. Objectives and challenges in the long-term planning of national NES. Establishment of the internationally agreed computational and methodological platform for long-term NES planning. The role of international cooperation in the establishment of a national nuclear energy system in the long term.
