Overview
This training course discusses the application of international legal and regulatory documents, and the IAEA recommendations on analytical work in physical protection systems (PPS). State's threat assessment and vulnerability assessment of a facility based on the threat.
Design Basis Threat (DBT), features and characteristics of potential threats, DBT development methodology.
The participants discuss the questions of organizational work on the vulnerability analysis (VA) of a nuclear facility (NF); the main phases of the VA; composition of the working group; planning VA; description of nuclear facility; identification of vulnerabilities of a nuclear facility.
The training course provides time to inspection of the organization of information security in the physical protection system, based on common information security practices. The goals and objectives of information security, information assets and information resources to be protected.
The training course covers the topics of self-inspection in physical protection systems related to the analytical work regarding the complex of engineering and technical means of physical protection; verification of the performance of elements of the complex of engineering and technical means of physical protection, causes of false alarms and missed signals, identification of vulnerabilities in the detection, assessment and access control system.
The participants take part in a practical exercise on performance the threat assessment based on the study of a hypothetical facility; description of possible threats; development of a description of a hypothetical adversary. Participants conduct description of buildings, premises, nuclear material storage facilities; development of logical diagrams for various scenarios, situations and tasks; identification of key elements of protection of a hypothetical facility.
Based on the results of self-inspection, participants make conclusion about vulnerabilities and gaps of elements of the complex of engineering and technical means of physical protection; develop a list of compensatory measures; make preparation of proposals for improving the complexes of engineering and technical means of physical protection performance.
