As part of the visit to the Republic of Egypt, the Rosatom Technical Academy with the official program visited the PESCO private subcontractor and the Egyptian-Russian Foundation for Culture and Science.
During the visit to PESCO, after more than a year of joint work and mutual consultations, a Memorandum of Understanding was concluded. The document enshrines the intentions of two organizations to cooperate in the field of personnel training and development of the nuclear education national system in Egypt. The parties intend to develop cooperation not only in the field of personnel training for the Egyptian nuclear industry and the popularization of nuclear science and technology among the professional community, but also in the field of training the personnel involved in the construction of wind and solar power plants, in the construction of which the company takes an active part in the Asian region and on the African continent.
“We know that both the Rosatom Technical Academy and PESCO are two organizations that have proven their usefulness to a progressive society. Both there and there are professionals who firmly believe in what they are doing. We simply cannot miss the chance to develop such a fruitful and promising cooperation,” said Mohamed Nada, PESCO Chairman.
During a visit to the training center, as well as the company's production sites in Cairo and Sadat City, PESCO representatives demonstrated that the organization has all the capabilities and technical base for conducting theoretical and practical training, as well as competent personnel who can not only act as trainees under the Technical Academy programmes, but also to take part in joint training courses as English-speaking instructors.
“The Memorandum became the first practical step towards the implementation of the Rosatom Technical Alliance (RTA) concept, a tool for developing a network for the delivery of Russian nuclear education to newcomer countries in the nuclear industry, and PESCO can act as the first of its kind platform for a joint training center with the Technical Academy within the framework of the RTA strategy,” said Pavel Zhuravlev, Vice-Rector-Director of the Department for International Cooperation and International Business Development.
After signing the Memorandum, the parties discussed plans for further actions and outlined steps to organize a joint pilot short-term training course.
“For both PESCO and the Rosatom Technical Academy, such an agreement, in terms of its content, is the first time. Taking into account the undoubted experience, competencies and firm intentions of both companies, as well as the support of the State Atomic Energy Corporation Rosatom in this direction, cooperation of this kind opens up almost limitless prospects in the field of national personnel training of the two countries and strengthening ties between them,” said Denis Agafonov, Project Manager.
As part of the meeting with representatives of the Egyptian-Russian Foundation for Culture and Science (Foundation), a discussion took place on possible ways to establish cooperation. In particular, with the support of the Foundation, opportunities are opening up for the training handbooks distribution of the Technical Academy for the professional "nuclear" community in Egypt. They also discussed options for publishing a popular scientific journal on nuclear topics in the territory of the Arab Republic of Egypt with the methodological support of the Academy and providing joint assistance in providing educational and methodological materials to the El-Dabaa Nuclear School. After mutual consultations and negotiations between the Rosatom Tech and Foundation management, the parties expressed their intention to conclude a cooperation agreement.
Foundation Director, Shady El-Shafie said: “The professional community of Egyptian nuclear scientists, for example, the faculty members of the El Dabaa Nuclear School, has a pronounced need to systematize knowledge on nuclear engineering. Taking into account the vast experience of the Academy in the preservation and transfer of knowledge, with the support of the Foundation, we could jointly do a lot in this direction.”

PESCO (Professional Engineering Services & Contracting) is a private subcontractor specializing in construction and installation works and commissioning of equipment for electric power engineering facilities. Offices and production sites are located in Egypt and the UAE. The interaction between the Technical Academy and PESCO has been going on since the spring of 2021. During this time, several joint online meetings were held, a cooperation plan was developed within the framework of the Rosatom Technical Alliance concept, and a draft Memorandum of Understanding between the two organizations was prepared.
The Egyptian-Russian Foundation for Culture and Science operates with the support of the Egyptian government. Created with the aim of popularizing the Russian language, Russian culture and scientific achievements among the professional communities of Egypt.
